This directive announces the reopening of the SPARROW system for a 15-day period, from January 7, 2016, to January 21, 2016, specifically for migrating Performance Assessment Reports (PARs) for the financial year 2014-15. State Governments are instructed to ensure only PARs recorded by December 31, 2015, that were not uploaded due to the previous closure of the SPARROW window are processed during this reopened period. It is emphasized that any remarks added to PARs after December 31, 2015, will be considered time-barred. Furthermore, PARs not migrated to SPARROW by the January 21, 2016 deadline will not be officially recorded. The communication is addressed to Principal Secretaries of General Administration Departments and copied to various high-level government offices including the President’s Secretariat, Prime Minister’s Office, Cabinet Secretariat, and UPSC, among others.

Subject: Opening of SPARROW window for a period of 15 days to migrate the PARs for the year 2014-15.
Sir,
I am directed to refer to the subject cited above and to say that in view of the requests from various quarters, it has been decided to open the window for SPARROW for a period of 15 days w.e.f. 07.01.2016 to 21.01.2016 for migrating of PARs in respect of financial year 2014-15.
- The State Government are requested to ensure that only those PARs in respect of financial year 2014-15 which have been recorded by the 31st of December, 2015 but could not be uploaded due to the closure of window for SPARROW may be migrating during this period. It may be noted that in terms of extant rules, any remarks recorded in the PAR after the 31st of December are to be treated as time-barred. It may kindly be further noted that PARs which are not migrated to SPARROW upto 21.01.2016 would not be taken on record.
