Revised Empanelment Guidelines for Joint Secretary Level Posts

New guidelines have been issued for evaluating the suitability of IAS and Group A Services officers for Joint Secretary and equivalent positions within the Central Government. These revised procedures specifically address the consideration of representations from officers who are not empanelled. The amended guidelines mandate that any representation received from an un-empanelled officer, along with the outcome of its examination, must be presented to the Screening Committee or Experts Panel. This presentation is required at the time of considering such officers for empanelment, whether through the regular process, a second review, or a special review.

Empanelment Guidelines

Subject: Empanelment Guidelines for evaluating suitability of IAS and Group – A Services officers for holding Joint Secretary/equivalent posts at the Centre under the CSS – requirement of consideration of representations against non-empanelment.

The modified/revised guidelines/procedure for JS level empanelment have further been amended by the Government so as to provide for examination of the representation received from an officer not empanelled and result of such examination along with the representation is to be placed before the Members of the Screening Committee/Experts Panel, as applicable at the time of consideration for empanelment of such officers under 1st, 2nd or special review.
