Grant of Leave to Officers upon Completion of Tenure at the Centre

This office memorandum outlines new guidelines regarding the grant of leave to officers belonging to the IAS and other Central Group ‘A’ Organized Services upon completion of their tenures at the Centre. Previously, officers on tenure deputation were limited to four months of leave before reverting to their parent cadres. Following reconsideration, it has been decided that officers can be granted up to two months of leave by the concerned Ministry/Department upon reversion from Central deputation. For any further leave, officers must apply to their respective State Government or Cadre Authority. The Ministry of Finance and other relevant bodies are requested to disseminate these instructions to all concerned.

OFFICE MEMORANDUM

SUBJECT: Grant of leave to officers belonging to I.A.S. and other Central Group ‘A’ Organised Services on completion of their tenures at the Centre.

The officers belonging to All India and Various other Central Group ‘A’ Organised Services hold posts of and above the level of Under Secretary at the Centre for specified tenures on the expiry of which they ordinarily revert to their parent cadres. The leave intentions of such officers as ascertained from them are communicated to their respective parent cadres well in advance of the completion of their tenures so that they could arrange for their postings accordingly.

  1. Instances have, however, come to notice where certain officers took leave for unusually prolonged periods and such extensions had been freely granted by the concerned Ministries/Departments.

  2. It had earlier been decided that the officers appointed at the Centre on tenure-deputation basis could not be given more than 4 months leave on the completion of their tenures and before reversion to their respective cadres. However, the question of grant of leave to officers on completion of their tenure at the Centre has been reconsidered and it has now been decided that on reversion from Central deputation, the officers concerned might be allowed leave not exceeding two months by the concerned Ministry/Department, and that the officer concerned should apply for further leave to the State Government/Cadre Authority.

  3. The Ministry of Finance etc. are requested to bring these instructions to the notice of all concerned.
