This Office Memorandum clarifies the regulations regarding the tenure of officers serving on central deputation under the Central Staffing Scheme, particularly for All India Service Officers. Subject: Regulation of tenure of the officers on Central Deputation under the Central Staffing Scheme. [All India Sevvices]
According to the consolidated deputation guidelines issued by Department of Personnel \& Training OM No. 14017/33/2005AIS(II)(Pt.I), dated 28.11.2007 in respect of All India Service Officers provisions exist for extension of period of deputation, admissible to officers on their shift from a Central Staffing Scheme post to a nonCentral Staffing Scheme post or vice versa.
2. As per the Consolidated Deputation Guidelines referred to above, the provision below para 1.2 of the guidelines states that “if an officer moves from a Central Staffing Scheme post to a non-Central Staffing Scheme post, or vice versa, she/he shall be eligible for an additional tenure of two years, subject to at least two years on either post.” This dispensation is also available to officers when they work as Private Secretary to a Minister in combination of their tenure as Deputy Secretary/Director/Joint Secretary. Thus, the officer can be on Central Deputation for a maximum period of up to seven years.
3. It has been decided that in future, cadre clearance from the cadre controlling authority will not be required to be taken, each time, such shifts are made.
4. All the State Governments are requested to take note of the above instructions for information.
