Instructions for Appointing Officers on Special Duty in Ministerial Staff

I

Government departments are reminded that the Appointments Committee of the Cabinet (ACC) must grant prior approval for all appointments to a Minister’s personal staff, particularly for Officers on Special Duty (OSD) at the Deputy Secretary level and above. This includes Private Secretaries at all levels. Recent reviews have indicated that some ministries are not adhering to this established procedure, often submitting requests for ex-post facto approval. All ministries and departments are therefore advised to strictly follow the laid-down procedure for all such appointments to ensure compliance.
