Amendments to Civil Services Examination Rules regarding Medical Examination

A

New amendments have been introduced to the Civil Services Examination Rules, 2008, specifically concerning the medical examination process. Radiographic chest examinations, which were previously conducted only for candidates declared successful, will now be performed at the time of the Personality Test conducted by the Union Public Service Commission. This change aims to ensure a more thorough assessment of candidates’ health. The decision regarding a candidate’s fitness rests with the Chairman of the Central Standing Medical Board, who may consult specialists in cases of doubt regarding a candidate’s health, including mental fitness. Any detected defects must be documented, with the medical examiner providing an opinion on whether these issues might impede the candidate’s ability to perform their duties.

Sir,
Please find enclosed this Department’s Notification No. 13011/39/2005-AIS-I dated $13^{\text {th }}$ March, 2008 (English and Hindi versions) relating to the Amendments in the Civil Services Examination Rules, 2008 thereto for publication in Part I Section I of the Gazette of India (Extraordinary) dated the $13^{\text {th }}$ March, 2008.
2. It is requested that the Notification in English and Hindi may be published simultaneously in the Gazette of India (Extraordinary) dated the $13^{\text {th }}$ March, 2008. These may please be printed accurately free of mistakes.
3. It is also requested that fifteen thousand copies of the Gazette Notification may be sent to the Union Public Service Commission as early as possible but not later than $31^{\text {st }}$ May, 2008 for their use. One hundred copies of the rules may also be supplied to this Department for reference and official use.

NOTIFICATION

No. 13011/39/2005-AIS-(I) – In the Rules for the Civil Services Examination, 2008 published in Part I, Section I of the Gazette of India (extraordinary) dated 29.12.2007 the Central Government hereby makes the following amendments in the Civil Services Examination Rules, 2008 as follows:-

  1. The paragraph 11 below the heading “B.NON-TECHNICAL” in the “REGULATIONS RELATING TO MEDICAL AND PHYSICAL EXAMINATIONS OF CANDIDATES” in “APPENDIX III” of the Civil Services Examination Rules, 2008 reads as under:-
    “Radiographic examination of the chest detecting any abnormality of the heart and lungs, which may not be apparent by ordinary physical examination will be restricted to only such candidates who are declared finally successful at the concerned Civil Services Examination.

The decision of the Chairman of the Central Standing Medical Board (conducting the medical examination of the concerned candidate) about the fitness of the candidate shall be final.

In case of doubt regarding health of a candidate the Chairman of the Medical Board may consult a suitable Hospital specialist to decide the issue of fitness or unfitness of the candidate for Government Service e.g. if a candidate is suspected to be suffering from any mental defect or abberation, the Chairman of the Board may consult a Hospital Psychiatrist Psychologist, etc.

When any defect is found it must be noted in the certificate and the medical examiner should state his opinion whether or not it is likely to interfere with the efficient performance of the duties which will be required of the candidate.”
2. The said paragraph is substituted as follows:-

  • Radiographic examination of the chest of candidate for detecting any abnormality of the heart and lungs, which may not be apparent by ordinary physical examination will be done at the time when he is called for the Personality Test by the Union Public Service Commission.The decision of the Chairman of the Central Standing Medical Board (conducting the medical examination of the concerned candidate) about the fitness of the candidate shall be final.
