With reference to State Government’s letter no. 4461/two-1-2011-19/1(5)/2005 dated 24.11.2011 and no. 3729/2-1-201119/1(5)/2005 dated 20/09/2011, the question of fixation of seniority/year of allotment of Shri Radha Krishan Singh, who was appointed from the Select List- 2004 vide this Ministry’s notification No. 14015/23/2002-AIS(I)-B dated 21/02/2005; S/Shri Abdhesh Kumar Singh Rathore, Kunwar Vikram Singh, Sh. Jagdish Prasad, Hemraj Singh Chauhan, Sh. Rakesh, Vijay Kumar Tripathi and Shri Mohd. Mohiuddin Khan, who were appointed from the review Select List-2004 vide this Ministry’s notification No. 14015/22/2008-AIS (I)-B dated 20/01/2010 and S/Shri Naval Kishor, Chandra Prakash Mishra, Kapil Dev Tripathi, Sushil Kumar, Ms. Sunishtha Singh, Chandrika Prasad Tiwari, Narendra Kumar Chaudhari, Arun Singh, Ms. Sunita Chaturvedi, Dileep Kumar Gupta, Ajay Agrawal and Shri Rambodh Maurya were appointed from the Review Select List-2004 vide this Ministry’s notification No. 14015/22/2008-AIS(I)-B dated 09/12/2010; Shri Ram Naval Singh who was appointed from the Select List of 2004 vide this Ministry’s Order No. 14015/22/2008-AIS. 1 dated 25.05.2011 has been reviewed and the same has been re-computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time and is as shown in column no. 7 of the table follows:-

[* The question of fixation of the Year of Allotment in respect of the officers whose names have been indicated in column no. 2 of the above table has been considered in accordance with Rule 3(3)(ii) of the I.A.S. (Regulation of Seniority) Rules, 1987. It is noted that the last SCS officer appointed to the Uttar Pradesh Cadre from the Select List of 2003 i.e., Shri Charanjit Singh Bakshi was initially assigned 1997 as his year of allotment. However the same was later on revised to 1996 through this Department’s letter number14014/15/2005-AIS(I) dated $6^{\text {th }}$ February 2007. Shri Radha Krishan Singh and the officers below him are therefore being assigned an year of allotment of 1996 as they cannot be assigned an year of allotment higher than the year of allotment higher than the year of allotment assigned to their senior in the previous Select List of 2003 as per the provisions as contained in the proviso 2 below Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987.}
2. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, S/Shri Radha Krishan Singh, Abdhesh Kumar Singh Rathore, Kunwar Vikram Singh, Jagdish Prasad, Hemraj Singh Chauhan, Rakesh, Vijay Kumar Tripathi, Mohd. Mohiuddin Khan, Naval Kishor, Chandra Prakash Mishra, Kapil Dev Tripathi, Sushil Kumar, Ms. Sunishtha Singh, Chandrika Prasad Tiwari, Narendra Kumar Chaudhari, Arun Singh, Ms. Sunita Chaturvedi, Ram Naval Singh, Dileep Kumar Gupta, Ajay Agrawal and Shri Rambodh Maurya shall be placed enblock below Sh. Charanjit Singh Bakshi (SCS:1996:since retired), and above Shri Mahendra Prasad Agarwal, IAS (RR:1997), so far the senior most direct recruit IAS officer of 1998 Batch of the Uttar Pradesh Cadre of IAS.
3. This order will be subject to the outcome of the court cases to which the appointment of the above mentioned officers has been made
4. The orders may be conveyed to the concerned officers.
