This notification introduces amendments to the Indian Administrative Service (Regulation of Seniority) Rules, 1987. These changes, effective from their publication in the Official Gazette, revise the weightage given for service rendered in determining seniority. Specifically, the phrase “immediately before the year” is removed. The weightage system is updated to grant one year of weightage for every completed four years of service up to twelve years (minimum of three years), one year for every completed three years of service for service beyond twelve years up to twenty-one years, and one year for every completed two years of service for service beyond twenty-one years (maximum of three years).
The notification also lists previous amendments to the principal rules, published in 1987, and provides a table of subsequent amendment notifications with their respective GSR numbers and dates. NOTIFICATION
G.S.R. $\qquad$ (E).- In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the Indian Administrative Service (Regulation of Seniority) Rules, 1987, namely:-
- (1) These rules may be called the Indian Administrative Service (Regulation of Seniority) Amendment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Indian Administrative Service (Regulation of Seniority) Rules, 1987, in rule 3, in sub-rule (3), in clause (ii),-
(A) The words “immediately before the year” shall be omitted;
(B) For sub-clauses (a) and (b), the following clauses shall be substituted, namely:-
” (a) for the service rendered by him upto twelve years, he shall be given a weightage of one year for every completed four years of service, subject to a minimum of three years;
(b) for the service rendered by him beyond 12 years, as referred to in sub-clause (a) and upto 21 years, he shall be given a weightage of one year for every completed three years of service;
(c) for the service rendered by him beyond 21 years, as referred to in sub-clause (b), he shall be given a weightage of one year for every completed two years of service, subject to a maximum of three years”.
