Indian Forest Service (Appointment by Promotion) Amendment Regulations, 2015

New amendments have been introduced to the Indian Forest Service (Appointment by Promotion) Regulations of 1966. These changes, effective upon their gazette publication, revise the criteria for committee consideration of State Forest Service members for promotion. Specifically, members who have reached the age of fifty-six years on the first day of January of the selection year will not be considered. However, an exception is made for those whose names were on a previous select list and who were not appointed due to the committee not meeting, provided they were eligible in an earlier year and met the age criteria in that preceding year. The amendment was made by the Central Government in consultation with state governments and the Union Public Service Commission, invoking powers under the All India Services Act, 1951.

NOTIFICATION

G.S.R. ……..(E).-In exercise of the powers conferred by section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, in consultation with Government of States concerned and the Union Public Service Commission, hereby makes the following regulations further to amend the Indian Forest Service (Appointment by Promotion) Regulations, 1966, namely: –
(1) These regulations may be called the Indian Forest Service (Appointment by Promotion) Amendment Regulations, 2015.
(2) They shall come into force with effect from the date of their publication in the official Gazette.
2. In the Indian Forest Service (Appointment by Promotion) Regulations, 1966, in regulation 5, for sub-regulation (3), the following sub-regulation shall be substituted, namely: –
” (3) The Committee shall not consider the cases of the members of the State Forest Service who have attained the age of fifty-six years on the first day of January of the year for which the Select List is prepared:

Provided that a member of the State Forest Service whose name appears in the Select List prepared for the earlier year before the date of the meeting of the Committee and who has not been appointed to the Service only because he was includedprovisionally in that select list shall be considered for inclusion in the fresh list to be prepared by the Committee, even if he has in the meanwhile attained the age of fifty-six years;

Provided further that a member of the State Forest Service who has attained the age of fifty-six years on the first day of January of the year for which the select list is prepared shall be considered by the Committee, if he was eligible for consideration on the first day of January of the year or of any of the years immediately preceding the year in which such meeting is held but could not be considered as no meeting of the Committee was held during such preceding year or years under item (b) of the proviso to sub-regulation(1)”.
