With reference to State Government’s letter no. AIS.I.10/2011-9082(E)/AIS.I dated 16.4.2012, the question of fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select Lists of 2006A, 2007, 2008 and 2009 vide this Ministry’s notification No. 14015/17/2009-AIS-I(B) dated 24.02.2011 has been considered and the same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time, till date and is as shown in column no. 08 of the table, which follows:-

The maximum weight age of 9 years has been given to the officials mentioned above in reference to the amended IAS (Regulation of Seniority) Amendment Rules, 2012 issued vide notification No. 14014/4/2011-AIS-I(A) dated 18/04/2012.
- As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sr. No. 1 to 6 for the Select List of 2006A shall be placed enblock below Dr.Pramod Kumar Meherda, (RR:1997), so far the junior most RR IAS officer of 1997 batch and above Shri Bikash Chandra Mohapatra, (Non-SCS:1997), so far the Junior most IAS officer of 1997 batch of Odisha Cadre of IAS.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sr. No. 1 to 4 for the Select List of 2007 shall be placed enblock below Shri Vishal Gagan, IAS (RR:1998), so far the Junior most RR IAS officer of 1997 batch and above Ms. Shubha Sharma, IAS (RR:1998), so far the senior most RR IAS officer of 1998 batch of Odisha Cadre of IAS.
Jagail2.2. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sr. No. 1 to 10 for the Select List of 2008 shall be placed enblock below Shri N.B.S.Rajput, IAS (RR:1999), so far the junior most RR IAS officer of 1999 batch and above Ms. Sujata R Karthikeyan, IAS (RR:2000), so far the senior most RR IAS officer of 2000 batch of Odisha Cadre of IAS.
2.3. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at Sr. No. 1 to 9 for the Select List of 2009 shall be placed enblock below Shri Temjenwapang Ao, IAS (RR:2000), so far the Junior most RR IAS officer of 2000 batch and above Shri Prasanta Kumar Pradhan, IAS (Non:SCS:2000), so far the Junior most Non-SCS IAS officer of 2000 batch of Odisha Cadre of IAS.
- The order may be conveyed to the concerned officer.
