The Government of Manipur vide their letter no. 3/13/2010-IAS/DP dated $29^{\text {th }}$ October 2012 have requested to fix seniority/year of allotment of the officers of Manipur cadre, who have been appointed to IAS by promotion from SCS on the basis of Select List of 2009A and 2010 vide this Ministry’s notification No. 14015/03/2011-AIS-I B dated $1^{\text {st }}$ March 2012 and $7^{\text {th }}$ May 2013. The same has been considered and computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time. Details are as under:-

2. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 to 2 of the select list of 2009A (Against the vacancies of 2009) shall be placed enblock below Shri Abhishek Chandra, the junior most direct recruit IAS officer of 2003 batch and above Ms Saumya Gupta, the senior most direct recruit IAS officer of 2004 batch of Manipur-Tripura cadre

2.1. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 1 of the select list of 2010 (Against the vacancies of 2010) shall be placed below Shri Devesh Deval, the junior most direct recruit IAS officer of 2004 batch and above Ms Jacintha Lazarus, the senior most direct recruit IAS officer of 2005 batch of Manipur-Tripura cadre

2.2. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 2 to 12 of the select list of 2010 (Against the vacancies of 2010) shall be placed enblock below Shri Gitte Kirankumar Dinkarrao, the junior most direct recruit IAS officer of 2005 batch and above Shri Abhishek Singh, the senior most direct recruit IAS officer of 2006 batch of Manipur-Tripura cadre

2.3. The seniority/year of allotment of S/Shri Athem Muivah, Maranchan Luikham and M. Harekrishna have been restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987.

  1. The order may be conveyed to the concerned officers.
