The Government of Bihar vide their letter no. I/C-1018/2013-GAD-5365 dated 2.4.2013 have requested to fix the seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select List of 2012 (Non SCS category) vide this Ministry’s notifications No. 14015/4/2012-AIS-I dated $20^{\text {th }}$ February 2013 have been considered and the same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time and is as shown in column no. 08 of the table, which follows:-

  1. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name have been mentioned at Sl. No. 1 and 2 of the select list of 2012 shall be placed enblock below Shri Dinesh Kumar, the junior most direct recruit IAS officer of 2007 batch and above Shri Kartikey Dhanji Budhdhabhatti, the senior most direct recruit IAS officer of 2008 batch of Bihar cadre.3. The seniority/year of allotment of Shri Amrendar Prasad Singh has been restricted as per proviso of the Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules. 1987.
