The Government of Tripura has sent a letter dated 28th February, 2013 for fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion (Non-SCS category) from the Select Lists of 2007,2008 and 2011, vide this Department’s notifications No. 14015/15/2007-AIS-I(B) dated $4^{\text {th }}$ July 2008, No. 14015/15/2008-AIS-I(B) dated $5^{\text {th }}$ May 2009 and No. 14015/15 /2011-AIS-I(B) dated $29^{\text {th }}$ March 2012 respectively. The fixation of seniority/year of allotment has been considered and the year of allotment has been computed under Rule 3(3)(iii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time, till date and is as shown in column no. 08 of the table, which follows:-

As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sr. No. 1 above in the SL of 2007 shall be placed below Shri Abhishek Chandra, the junior most direct recruit IAS officer of 2003 batch and above Ms Saumya Gupta, the senior most Direct Recruit IAS officer of 2004 batch of Manipur-Tripura.
3. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sr. No. 1 above in the SL of 2008 shall be placed below Shri Devesh Deval, the junior most Direct Recruit IAS officer of 2004 batch and Ms Jacintha Layarus, the senior most Direct Recruit IAS officer of 2005 batch of ManipurTripura Cadre.
4. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sr. No. 1 above in the SL of 2011 shall be placed below Shri Chiphang Arthur Worchuiyo, the junior most direct recruit IAS officer of 2007 batch and above Shri B. John Tlanghinkhuma, the senior most IAS officer of 2008 batch of Manipur-Tripura Cadre.
5. The order may be conveyed to the concerned officers.
