The Government of Uttrakhand has proposal dated $10^{\text {th }}$ April 2013 for fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select List of 2009, 2010 and 2011 vide this Ministry’s notification No. 14015/23/2012-AIS (I) B dated $21^{\text {st }}$ March, 2013. The same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time. Details are indicated in column no. 8 of the table, which follows:-

SCS: Select List-2009 (Vacancies of 1.1.2009 to 31.12.2009)

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 1 of the select list of 2009 shall be placed below Shri D. 3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 to 3 of the select list of 2010 shall be placed below Shri Harbansh Singh, junior most promotee IAS (SCS) officer of 2003 batch and above Shri Raman Ravinath Mvap the senior most direct recruit IAS officer of 2004 batch of Uttrakhand cadre.
3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 4 to 7 of the select list of 2010 shall be placed below Shri Brijesh Kumar sant, the junior direct recruit IAS officer of 2006 batch.4. Select List-2011(Vacancies of 1.1.2011 to 31.12.2011)

4.1 As per Rule of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 1 of the select list of 2011 shall be placed below Shri Hari Chand Semwal, the junior most promotee IAS officer of 2006 (Select List 2010) batch and above Dr. Deepak Rawat, the senior direct recruit IAS officer of 2007 batch of Uttrakhand cadre.
4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 2 of the select list of 2011 shall be placed below Dr. R. Rajesh Kumar, the junior most direct recruit IAS officer of 2007 batch and above Shri Sridhar Babu Addanki, the only direct recruit IAS officer of 2008 batch of Uttrakhand cadre.4.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at Sl. No. 3 to 6 of the select list of 2011 shall be placed below Shri Sridhar Addanki, the only direct recruit IAS officer of 2008 batch and above Shri Dr. Raghav Langer, the senior most direct recruit IAS officer of 2009 batch of Uttrakhand cadre.
5. The order may be conveyed to the concerned officer.
