The Government of Karnataka vide their letter no. DPAR 01 SAS 2011 dated 21.5.2013 have requested for fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select Lists of 2008-A, 2009 and 2010 vide this Ministry’s notification Nos. 14015/2/2010-AIS (I)-B dated 14.12.2011, No. 14015/11/2010-AIS(I)-B dated 20.01.2012 and No 14015/2/2010-AIS(I)-B dated 14.3.2012. The same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time and is indicated in column no. 08 of the following table:-

3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officer at SI. No. 1 shall be placed below Dr. J. Ravi Shankar, the junior most RR IAS officer of 2001 batch and above Dr. (Smt) N. Manjula, the senior most RR IAS officer of 2002 batch of Karnataka Cadre of IAS. 3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987 the officers whose names are indicated at SI No. 2 to 11 of the above table shall be placed enbloc below Dr. (Smt) Shamla Iqbal, the junior most RR IAS officer of 2002 batch and above Shri D. S. Viswanath, promotee IAS officer (Non-SCS category) of 2002 batch of Karnataka Cadre of IAS. 3.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987 the officer whose name is indicated at SI No. 12 of the above table shall be placed below Shri Manoj Kumar Meena, the junior most RR IAS officer of 2003 batch.

4.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officer at SI No. 1 shall be placed below Shri H.S. Ashokananda, the promotee IAS officer of 2003 batch and above Dr. R. Vishal, the senior most RR IAS officer of 2004 batch of Karnataka Cadre of IAS
4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers at SI No. 2 to 5 shall be placed enblock below Smt Gunjan Krishna, the Junior most RR IAS officer of 2004 batch.
4.3 As per proviso to Rule 3(ii) of IAS (Regulation of Seniority) Rules, 1987, year of allotment of officers of SI. No. 1 in the above Table has been restricted

5.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers at SI No.1 to 3 shall be placed below Shri Shivayogi C. Kalasad, the promotee IAS officer of 2004 batch and above Shri Samir Shukla, the senior most RR IAS officer of 2005 batch of Karnataka Cadre of IAS.
5.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers at SI No. 4 to 9 shall be placed below Smt Thulasi Maddineni, the junior most RR IAS officer of 2005 batch and above Smt Gurneet Tej, the senior most RR IAS officer of 2006 batch of Karnataka Cadre of IAS.
5.3 As per proviso to Rule 3(ii) of IAS (Regulation of Seniority) Rules, 1987, year of allotment of officers of SI. No.1 to 3 in the above Table has been restricted
- The order may be conveyed to the concerned officer.
