ORDER
The Government of Jharkhand vide their letter no. 1/c-210/2014. Ka 10229 dated $17^{\text {th }}$ October, 2014 have sent a proposal for fixation of seniority of IAS officers appointed on promotion from SCS on the basis of inclusion of their names in the select list of 2010 and 2011. These officers have been appointed to IAS vide notification No. 14015/10/2012-AIS-I (B) dated $27^{\text {th }}$ August, 2014. The Seniority /year of allotment of these officers has been computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant rules as amended from time to time. Weightage formula is as under:-

No. 1 to 8 of the select list of 2010 shall be placed below Dr Amitabh Kaushal, only RR IAS officer of 2001 batch and above Shri Manish Ranjan, only RR IAS officer of 2002 batch of Jharkhand cadre.
2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. 9 to 25 of the select list of 2010 shall be placed below Shri Manish Ranjan, the only RR IAS officer of 2002 batch and above Shri Rajesh Kumar Sharma, only RR IAS officer of 2003 batch of Jharkhand cadre.
2.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. 26 to 30 of the select list of 2010 shall be placed below Shri Prawin Kumar Toppo, the junior most RR IAS officer of 2003 batch of Jharkhand cadre.

43.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the select list of 2011 shall be placed below Shri Manoj Kumar Jha, the junior most promotee IAS officer of 2003 batch and above Shri Prashant Kumar, the senior most RR IAS officer of 2004 batch of Jharkhand cadre.
3.2. Seniority/year of allotment of officer at SI. No. 1 in the Select List of 2011 has been restricted under proviso to Rule 3(3)(ii) of IAS (Regulation of Seniority) Rules, 1987
4. The order may be conveyed to the concerned officer.
