ORDER
The Government of Assam has sent a proposal vide their letter no. AA1.79/2013/166 dated 9th March, 2015 for fixation of seniority / assigning the year of allotment to the one officer viz. Shri Rupak Kr. Mazumdar appointed to IAS from State Civil Service on the basis of inclusion of his name “Unconditional and Final” in select list of the year 2013 of Assam segment of Joint Assam-Meghalaya Cadre.
- In this connection, it is mentioned that seniority/year of allotment of IAS officers appointed on the basis of Select List of 2013 has already been fixed seniority vide DOPT’s order no. 14014/22/2006-AIS-I dated 16th February, 2015. Seniority/year of allotment of Shri Rupak Kr. Mazumdar could not be fixed along with other officers, as he was provisionally included in the select list of 2013 subject to clearance in the disciplinary proceedings pending against him. Subsequently inclusion of his name in the said select list was declared unconditional and final by UPSC on a proposal from State Government. Consequently Shri Rupak Kr. Mazumdar was appointed to IAS vide notification No. 14015/03/2014-AIS-(I) (A) dated 24th October, 2014.

From the select list 2013, it has been observed that Shri Rupak Kr. Mazumdar at Sl. No. 10 included below Shri Gokul Mohan Hazarika (Sl. No. 9) and above Smt. Monalisa Goswami.
- In view of the above, the seniority/year of allotment of above officer has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time. Weightage formula is as under:

5.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer have been mentioned at Sl. No. 1 of the select list of 2013 shall be placed below included below Shri Gokul Mohan Hazarika, a promotee IAS officer of 2004 batch and above Smt. Monalisa Goswami, a promotee IAS officer of 2004 batch of Assam-Meghalaya joint Cadre.
6. The order may be conveyed to the concerned officer.
