Subject: Fixation of norms for conducting review of cadre strength and composition of the State cadres of Indian Administrative Service.

Sir,
The undersigned is directed to refer to this Department’s letter No. 11033/3/2002-AIS-II dated 27.01.2005 on the above subject wherein it has been decided to adopt the norms as per Government of India instructions under Rule 4 of IAS (Cadre) Rules, 1954. The part 1 of the para 9.5 (iv) states that the State Governments may have the flexibility to create ex-cadre posts subject to the following:-
“(iv) The State Governments may also have the flexibility to create excadre posts subject to the following:-
2) The number of ex-cadre posts at the Rs 26000(fixed) grade will not exceed the number of cadre posts.”
2. Now, it has been decided to amend as follows:
“(iv) The State Governments may also have the flexibility to create excadre posts subject to the following:-
2) The number of ex-cadre posts at the Rs 80000 (fixed) and HAG 67000/-(annual increment @ 3\%) 79,000/- grade shall not exceed the number of cadre posts. While creating the ex-cadre posts, 1:1 parity has to be maintained w.r.t number of cadre posts in above mentioned grades.”
3. The State Governments are requested to furnish their comments/views on the proposed norms to this department by 20.11.2015. If the comments/views are not received by the stipulated date, it shall be deemed that the proposed norms are agreeable to by the State Governments.
4. It has also been decided to adopt 1:1 parity while creating ex-cadre posts at the level of HAG+ and HAG for Indian Police Service and Indian Forest Service. The respective cadre controlling authorities i.e MHA and MoEF \& CC are requested to furnish their comments/views on the proposed norms to this Department by 20.11.2015.
