ORDER

The Government of Madhya Pradesh vide their letter No. E.1/20/2014/5/I dated 29.1.2016 has sent a proposal for fixation of seniority of IAS officers appointed on promotion from Non-SCS quota on the basis of inclusion of their names in the select lists of 2014-A. These officers have been appointed to IAS vide GOI Notification No. 14015/13/2015-AIS-(I)-B (2) dated 22.12.2015.
2. The Seniority /year of allotment of these officers has been computed under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987, as amended vide notification no.14014/4/2011-AIS-I dated 5.5.2016 and other relevant rules. Modified Weightage formula is now as under:-

  • The seniority /year of allotment of above officers at SI. No. 2 \& 3 has been restricted under proviso to the Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules. 1987.
    3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 to 3 of the Select List of 2014-A shall be placed below Shri Deepak Singh, the junior most promotee IAS officer of 2007 batch(SCS category) and above Ms. Chhavi Bhardwaj, senior most RR IAS officer of 2008 batch of Madhya Pradesh Cadre.
    3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 4 of the Select List of 2014-A shall be placed below Smt. Surabhi Gupta, the junior most RR IAS officer of 2008 batch and above Ms. Priyanka Das, senior most RR IAS officer of 2009 batch of Madhya Pradesh Cadre.
  1. This is subject to the final decision in the case of the Hon’ble CAT, Jabalpur Bench, in OA No. 200/00695/15 filed by Shri Sudarshan Kumar Soni Vs UOI and others and OA No.200/00762/15 filed by Shri Poonamchand Sharma Vs UOI and others.

  2. The order may be conveyed to the concerned officers.
