ORDER
The Government of Uttar Pradesh had sent a proposal vide their letter No. 2380/2-1-2016-29/1(1)/2016 dated 16.6.2016 for fixation of seniority / assigning the year of allotment to the officers appointed to IAS from State Civil Service on the basis of inclusion of their names in select lists for the year 2015(against vacancies arisen between 01.01 .2015 to 31.12 .2015 ). The officers have been appointed to IAS by DOPT vide Notification No. 14015/22/2016-AIS-(I)-B dated 02.06.2016.
2. The seniority /year of allotment of the officers appointed to IAS on the basis of select list of 2015 has been computed under rule 3(3) (iii) of IAS (Regulation of Seniority) Rules, 1987 and other relevant Rules as amended from time to time. Weightage formula is as under:-

- The seniority /year of allotment of above officers at SI. No. 4 to 14, 16 to 17 and 19 to 21 has been restricted under proviso to the Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987
3.1. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 \& 2 for the select list of 2015 shall be placed below Dr. Akhilesh Kumar Mishra, junior most promotee IAS officer of 2009 batch (appointed on the basis of Select List of 2014) and above Shri Akhand Pratap Singh, senior most RR IAS officer of 2010 batch of UP cadre.
3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 3 to 21 shall be placed below Shri Bhawani Singh Khagrawat, junior most RR IAS officer of 2010 batch and above Shri Pulkit Khare, senior most RR IAS officer of 2011 batch of UP cadre.
4. The order may be conveyed to the concerned officer.
