ORDER
The Government of Madhya Pradesh vide their letter no. A1/2/2017/I dated 14.06.2017 has requested for fixation of seniority/year of allotment of officers, who were appointed to IAS by promotion (against SCS quota) on basis of Select List of 2016 vide DOPT’s Notification No. 14015/13/2017-AIS-(I)B(1) dated 12.06.2017.
2. The same has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant Rules as amended from time to time. As per relevant rules weightage formula is given below:-

- The seniority /year of allotment officer at viz Shri Chandra Shekhar Walimbe at SI. No. 24 is restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987 which provides that the officer shall not be assigned a year of allotment earlier than the year of allotment assigned to an officer senior to him in that select list or appointed to the service on the basis of an earlier select list.
3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 14 in the select list of 2016 shall be placed below Shri Srikanth Banoth, a junior most RR IAS officer of 2009 batch and above Shri Anay Dwivedi, a senior most RR IAS officer of 2010 batch of Madhya Pradesh Cadre.
3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 15 to 25 in the select list of 2016 shall be placed below Shri Asheesh Singh, a junior most RR IAS officer of 2010 batch and above Shri V.S. Choudary Kolasani, a senior most RR IAS officer of 2011 batch of Madhya Pradesh Cadre.
