भारतीय प्रशासनिक सेवा (संवर्ग) नियमावली, 1954 के नियम 6(1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा असम, मेघालय और बिहार सरकारों की सहमति से केंद्र सरकार, डॉ. करुणा कुमारी, आईएएस (एएम:2010) को असम-मेघालय संवर्ग से बिहार संवर्ग में, पदधारण की तिथि से तीन वर्षों की अवधि अथवा अगले आदेशों, जो भी पहले हो, तक के लिए अंतरसंवर्गीय प्रतिनियुक्ति के लिए अनुमोदन प्रदान करती है।
