ORDER
Consequent upon inclusion of names of officers of State Civil Services of Joint AGMUT Cadre appointed to IAS by promotion on basis of Select List 2017 vide this DoPT’s Notification No 14015/27/2018-AIS(I)-B dated 23.01.2019 and dated 08.02.2019 and on receipt of the proposal from the Ministry of Home Affairs vide OM No. 14016/05/2018-UTS-I(Pt.II) dated 28.02.2019 for fixation of seniority/year of allotment of the said officers. The same has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant Rules as amended from time to time with weightage formula:-

- The seniority /year of allotment officer of Joint AGMUT Cadre at SI. No. 9 to 12 in the Select List 2017 is restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987 which provides that the officer shall not be assigned a year of allotment earlier than the year of allotment assigned to an officer senior to him in that select list or appointed to the service on the basis of an earlier Select List.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the Select List 2017 (SCS Category) be placed below Shri P.K. Panda, Junior most promotee IAS officer of 2008 batch (SL-2016) and above Shri Krishna Mohan Uppu, the senior most RR IAS officer of 2009 batch of joint AGMUT cadre.
2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 2 to 7 of the Select List 2017 (SCS Category) be placed below Ms. Rinchin Tashi, Junior most promotee IAS officer of 2009 batch and above Dr. Lalrozama, junior promotee IAS officer of 2009 batch (Non-SCS) of joint AGMUT cadre.
2.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 8 to 14 of the Select List 2017 (SCS Category) be placed below Shri Arti Lal, Junior most RR IAS officer of 2010 batch and above Shri Sang Phuntsok, a junior IAS officer of 2010 batch (Non-SCS Category) of joint AGMUTCadre.
- Inter-se-seniority/year of allotment of the above officer with respect to officers of other segments would be determined later on as and when the inter-se-seniority of segments of AGMUT Cadre is decided by the Cadre Controlling Authority.
