भारतीय प्रशासनिक सेवा (संवर्ग) नियमावली, 1954 के नियम 5 के उप-नियम (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा आन्ध्र प्रदेश और बिहार राज्य सरकारों की सहमति से, केन्द्र सरकार एतद्द्वारा श्रीमती प्रतिभा रानी, आई.ए.एस. (आन्ध्र प्रदेश : 2018) को श्री स्वर्ण प्रभात, आई.पी.एस. (बिहार : 2017) से विवाह करने के आधार पर आन्ध्र प्रदेश संवर्ग से बिहार संवर्ग में स्थानांतरण करती है।
