ORDER

Consequent upon appointment to IAS of Mizoram Segment of Joint AGMUT Cadre on the basis of inclusion of name in the Select List 2018 (SCS Category) vide DOPT’s Notification No. 14015/26/2019-AIS (I)-B dated 03.12.2019 and on receipt of Ministry of Home Affairs’ O.M. No.14016/03/2019-UTS-I dated 17.02.2020 along with the proposal of Government of Mizoram’s vide letter No.A.32013/10/2019-P&AR(CSW) dated 13.01.2020 for fixation of seniority/year of allotment of promote IAS officer of Mizoram Segment of Joint AGMUT Cadre, the seniority/year of allotment of these officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, and other relevant rules as amended from time to time. The weightage formula is as under:

• Seniority/year of allotment of officer mentioned in the table at SI. No. 4 in the Select List of 2018 (SCS Category) has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 in the Select List 2018(SCS) shall be placed below Shri R. Lalramnghaka the junior most promotee IAS officer of 2009 batch (SL-2017 Mizoram Segment) and above Shri D. Manikandan, Senior most RR IAS officer of 2010 batch of Joint AGMUT cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 2 to 4 in the Select List 2018(SCS) shall be placed below Shri Jitender Yadav, the junior most RR IAS officer of 2010 batch and above Shri Ravi Dhawan, Senior most RR IAS officer of 2011 batch of Joint AGMUT cadre.
• Inter-se-seniority /year of allotment of the above officer with respect to officers of other segments would be determined later on as and when the inter-se-seniority of segments of AGMUT Cadre is decided by the Cadre Controlling Authority.
