ORDER
Consequent upon appointment into IAS from the State Civil Service and inclusion of their names in the Select List 2018 of Assam segment of Joint Assam-Meghalaya cadre vide this Department’s Notification No. 14015/03/2019-AIS (I)-B dated 02.03.2020 and on receipt of the proposal from the Government of Assam vide letter No. AAI.1/2019/160 dated 7th March, 2020. The seniority/year of allotment of officer has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time. Weightage formula is as under:-

- Seniority/year of allotment of officer mentioned at SI. No. 6 in the Select List of 2018 of has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers have been mentioned at SI. No. 1 to 4 of the Select List of 2018 (SCS category) shall be placed below included below Shri Biswajit Pegu, junior most RR IAS officer of 2009 and above Shri Cyril V. Darlong Diengdoh, senior most RR IAS officer of 2010 batch of Joint Assam-Meghalaya Cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers have been mentioned at SI. No. 5 to 9 of the Smt (Dr.) Karuna Kumari, junior most RR IAS officer of 2010 batch and above Shri Lakshmanan S., senior most RR IAS officer of 2011 batch of Joint Assam-Meghalaya Cadre.
