ORDER
Consequent upon receipt of a proposal from the State Government of Punjab vide their letter No.6/13/2013-IAS(7)/1971 dated $12^{\text {th }}$ June, 2019 and subsequent letter No.6/13/2013-IAS(7)/387 dated 11.08.2020 for revising the seniority/year of allotment of the officers appointed to IAS under Non-SCS category from the Select Lists 2013, 2014 and 2014-A by reckoning their service rendered from the revised dates from which they were holding the post equivalent to the post of Deputy Collector, their seniority/year of allotment has been re-determined as under:-
2. The seniority/year of allotment of the officers appointed from the Select List 2013 has been re-determined under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987 as per following weightage formula:

3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name have been mentioned above in the table at SI. No. 1 of the select list of 2013 (Non-SCS category) shall be placed below Shri Shri Arvind Pal Singh Sandhu, junior most promote IAS officer of 2009 batch (SL of 2013 SCS category) and above Shri Ghanshyam Thori, senior most RR officer of 2010 batch of Punjab cadre.
- Seniority/year of allotment of the officer appointed by Select List 2014 (NonSCS category) is re-determined under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987 as per above Weightage formula as under:

- The seniority/year of allotment of the officers at SI. No.2 has been restricted under proviso to the Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules. 1987.

As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name have been mentioned at SI. No. 1 of the select list of 2014 (Non-SCS category) shall be placed below Shri Kamaldeep S Sangha, Junior most promotee IAS officer (Non-SCS category) of 2009 batch and above Shri Ghanshyam Thori, senior most RR officer of 2010 batch of Punjab cadre.

Seniority/year of allotment of the officer appointed by Select List 2014-A under Non-SCS category is re-determined under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987, as amended vide Notification No.14014/4/2011-AIS-I dated 5.5.2016 and other relevant rules. Modified Weightage formula is now as under:

- The seniority /year of allotment of the officers at SI. No. 1 has been restricted under proviso to the Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules. 1987.
5.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the Select List of 2014-A shall be placed below Shri Karnesh Sharma, the junior most promotee IAS officer of 2009 batch (NonSCS category of Select List 2014) and and above Shri Ghanshyam Thori, senior most RR officer of 2010 batch of Punjab cadre.
5.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 2 of the Select List of 2014-A shall be placed below Shri Girish Dayalan, the junior most promotee IAS officer of 2011 batch and above Dr. Shema Aggarwal, senior most RR IAS officer of 2012 batch of Punjab Cadre.
- This issues in supersession of this Department’s orders of even number dated 15.04.2015, 15.04.2015 and 26.09.2016. The order may be conveyed to the above officers.
