ORDER
Consequent upon appointment to IAS from the State Civil Service officers of Punjab Cadre from the Select List 2018 and 2019 vide this Department’s Notification No.14015/18/2020-AIS-(I)-B dated 30.04.2021 and on receipt of proposal from the State Government of Punjab vide letter No.PERS-IASOPROM/9(9507)/2019-7S/373 dated 25.05.2021, the Seniority /year of allotment of these officers has been computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time and relevant rules and the weightage formula as under:-

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 and 2 in the Select list 2018(SCS) shall be placed below Shri Jaspreet Singh, junior most RR IAS officer of 2014 batch and above Shri Abhijeet Kaplish, senior most RR IAS officer of 2015 batch of Punjab cadre.
3. Select List of 2019
(Against vacancies arisen between 1.1.2019 to 31.12.2019)

- Seniority/year of allotment of the officers mentioned at SI. No. 9 and 10 in the Select List 2019 has been restricted under provisions of the proviso to Rule 2(3)(iii) of IAS(Regulation of Seniority) Rules, 1987 which provides that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List.
3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 and 2 in the Select list 2019(SCS) shall be placed below Shri Rishi Pal Singh, junior most promotee IAS officer allotted 2014 batch on the basis of Select List 2018 and above Shri Abhijeet Kaplish, senior most RR IAS officer of 2015 batch of Punjab cadre.
3.2 As per Rule 4 of the IAS(Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 3 to 7 in the Select List 2019 (SCS) shall be placed below Dr.(Ms.) Palavi, junior most RR IAS officer of 2015 batch and above Ms. Amarpreet Kaur Sandhu, senior most RR IAS officer of 2016 batch of Punjab cadre.
3.3 As per Rule 4 of the IAS(Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 8 to 10 in the Select List 2019 (SCS) shall be placed below Shri Ajay Arora, junior most RR IAS officer of 2016 batch and above Shri Himanshu Jain, senior most RR IAS officer of 2017 batch of Punjab cadre.
