भारतीय प्रशासनिक सेवा (संवर्ग) नियमावली, 1954 के नियम 5 के उप-नियम (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा मणिपुर और कर्नाटक राज्य की सरकारों की सहमति से, केन्द्र सरकार श्री राहुल रत्नम पाण्डेय, आईएएस (मणिपुर:2018) को सुश्री काव्या चतुर्वेदी, आईएफएस (कर्नाटक:2019) के साथ विवाह के आधार पर मणिपुर संवर्ग से कर्नाटक संवर्ग में एतद्दवारा स्थानांतरित करती है।
