ORDER
Consequent upon appointment of officers of Jharkhand Cadre from State Civil Services to IAS on the basis of inclusion of their names in the Select Lists 2019, 2020 and 2021 vide this Department’s Notification No. 14015/10/2022-AIS-(I) B dated 12.10.2022 and on receipt of the proposal from the Government of Jharkhand vide their letter No. 14015/10/2022-AIS-(I) B dated 12.10.2022, the seniority/year of allotment of the officers has been computed under Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, other relevant rules as amended from time to time and the weightage formula:-

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at Sl. No.1 to 16 in the Select List of 2019 (SCS Category) shall be placed below Shri Arun Kumar Ratan, junior most promotee IAS officer of 2010 batch (Select List 2018) and above Shri Rahul Kumar Sinha, senior most RR IAS officer of 2011 batch of Jharkhand Cadre.

4.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 6 in the Select List of 2021 (SCS Category) shall be placed below Shri Sanjeev Kumar Besra, junior most RR IAS officer of 2012 batch and above Shri Ajay Nath Jha, promotee IAS officer of 2012 batch (Non-SCS category, Select List 2018) of Jharkhand Cadre.
4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 7 to 10 in the Select List of 2021 (SCS Category) shall be placed below Shri Mrityunjay Kumar Baranwal, junior most RR IAS officer of 2013 batch and above Shri Divyanshu Jha, senior most RR IAS officer of 2014 batch of Jharkhand Cadre.
