ORDER

Consequent upon appointment of officers of Bihar Cadre from State Civil Services (Non-SCS category) to IAS on the basis of inclusion of their names in the Select List 2021 (prepared against vacancies arisen between 01.01.2021 to 31.12.2021) vide DoPT’s Notification No. 14015/04/2022-AIS-(I)-B dated 9th February, 2023 and on receipt of the proposal from the Government of Bihar vide their letter No.1/C-1003/2022-GAD-3288 dated 16.02.2023, the seniority/year of allotment of the officers has been computed under Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, as amended vide notification No.14014/04/2011-AIS-I dated 5.5.2015 and other relevant rules as amended from time to time with weightage formula:-

  • Seniority/year of allotment of officer mentioned at SI. No.3, 4, 6 and 7 in the Select List of 2021(Non-SCS Category) has been restricted under provisions of the rule 3(3)(iii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 in the Select List of 2021 (Non-SCS) shall be placed below Shri Shrikant Shastree, the junior most promotee IAS officer of 2012 batch (SL-2017 -Non-SCS category) and above Shri Mukesh Pandey, senior most RR IAS officer of 2012 batch of Bihar Cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 2 to 7 in the Select List of 2021 (Non-SCS) shall be placed below Shri Vishal Raj, the junior most RR IAS officer of 2017 batch and above Shri Ashutosh Dwivedi, senior most RR IAS officer of 2018 batch of Bihar Cadre.
