ORDER

Shri Surya Madhaba Panigrahi has been appointed to IAS of Odisha cadre on inclusion of his name in the Select List 2020 under SCS category vide this Department’s Notification No. 22012/47/2021-AIS-(I)-B dated 12.05.2023 issued in compliance of order dated 05.05.2022 of Ld. CAT, Cuttack Bench in OA No. 521 of 2021 filed by the officer.

1. The Seniority/year of allotment of the officers appointed to IAS from the Select List 2020 was fixed vide this Department’s order No. 14014/04/2022-AIS.I dated 03.02.2022. Now, the name of Shri Panigrahi has been included in the Select List 2020 at Sl. No. 2-A i.e. below the name of Shri Dilip Routrai (Sl. No. 2) and above the name of Shri Sudhakar Burgi (Sl. No. 3).
2. In view of the above and on receipt of the proposal from the State Government of Odisha vide their letter No. GAD-SER1-IAS-0005-2022-14968/AIS.I dated 23.05.2023, the seniority/year of allotment of Shri Panigrahi has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time as per following weightage formula:-

No.2) and above Shri Sudhakar Burgi (SI.No.3), the promotee IAS officers of 2011 batch (Select List 2020) of Odisha cadre.
5. This issues in partial modification of this Department’s order of even number dated 03.02.2022 and may be conveyed to the concerned officer(s).
