The government has recently issued an order regarding the appointment of officers from Non-State Civil Services to the Indian Administrative Service (IAS), based on their inclusion in the Select List of 2022. This crucial update details how the seniority and year of allotment for these newly appointed IAS officers have been meticulously calculated. The process adheres strictly to Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, which includes a specific weightage formula for completed years of qualifying service. For instance, an officer with 12 completed years of service is granted a minimum weightage of 3 years, while those with 27 years receive the maximum of 9 years. The order provides specific examples, such as Binu Francis and Harikumar K, detailing their continuous service, total weightage, and assigned year of allotment as 2019. Furthermore, it clarifies that their placement within the seniority list is determined relative to existing IAS officers, specifically positioning them below Shri Suraj Shaji (RR:KL:2019) and Shri Arun S Nair (RR:KL:2020) of the Kerala Cadre. This comprehensive order ensures transparency and adherence to established rules in the vital area of civil service appointments and seniority.
