Seniority and Year of Allotment for IAS Officers from State Civil Service in Chhattisgarh Cadre

S

Understanding the recent policy updates regarding the Indian Administrative Service (IAS) appointments from State Civil Service officers reveals a streamlined approach to seniority and year of allotment calculations. A recent decision confirms the appointment of an officer, Dr. Santosh Kumar Dewangan, to the Chhattisgarh Cadre, a move that follows his inclusion in the 2017 Review Select List. A critical aspect of this process involves a clear formula for determining an officer’s seniority and the specific year of allotment. This calculation adheres to the well-established IAS (Regulation of Seniority) Rules, 1987, incorporating specific amendments. A detailed weightage system is in place: for instance, 12 years of qualifying service earns 3 years of weightage, escalating to a maximum of 9 years of weightage for 27 or more years of service. The 2017 Review Select List, addressing vacancies from that year, names several officers, detailing their continuous service, computed weightage, and entitled year of allotment. It’s important to note that the seniority and year of allotment for certain officers from this list have been carefully restricted. This measure ensures that no officer is assigned an allotment year earlier than those already senior to them in the same Select List or those appointed through earlier selections, upholding the integrity of the seniority hierarchy. Furthermore, the placement of officers from the 2017 Review Select List (SCS) within the Chhattisgarh Cadre is meticulously defined. They are positioned below specific junior-most promotee IAS officers and senior-most direct recruit IAS officers from the 2012 and 2013 batches, in accordance with Rule 4 of the IAS (Regulation of Seniority) Rules, 1987. This comprehensive framework underscores the commitment to transparency and fairness in career progression for IAS officers, ensuring that merit and established rules govern all appointments and seniority determinations.
