ORDER
Consequent upon appointment from State Civil Service to IAS of Gujarat Cadre on the basis of inclusion of their names in the Select Lists of 2023 and 2024 vide DoPT’s Notification No. 14015/06/2025-AIS.I(S.II&III)-B dated 20.02.2025 and on receipt of the proposal from the Government of Gujarat vide their letter No. AIS/10.2025/1232/G dated 20.02.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sr. No. 1 to 3 of the Select List of 2023 (SCS) shall be placed below Ms. Bhapkar Snehal Purushottam (RR:GJ:2018), the junior most RR IAS officer of 2018 batch and above Shri Chandrakant Laljibhai Patel (GJ:2018), the promotee IAS officer (selected from Non-SCS) of 2018 batch of Gujarat Cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sr. No. 4 and 5 of the Select List of 2023 (SCS) shall be placed below Shri Suthar Raj Rameshchandra (RR:GJ:2019), the junior most RR IAS officer of 2019 batch and above Shri Riddhesh Pritamlal Raval (GJ:2019), the senior most promotee IAS officer (selected from Non-SCS) of 2019 batch of Gujarat Cadre. 3.

*Seniority/year of allotment of officers mentioned at SI. No. 3 and 4 in the Select List of 2024 (SCS Category) has been restricted under proviso of the Rule 3(3)(ii) of IAS (Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the Select List of 2024 (SCS) shall be placed below Shri Kāpase Yogesh Shivkumar (RR:GJ:2020), the junior most RR IAS officer of 2020 batch and above Ms. Sangeeta Govindbhai Raiyani (GJ:2020), the promotee IAS officer (selected from Non-SCS) of 2020 batch of Gujarat Cadre. 3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI.
