Determination of Seniority and Allotment Year for IAS Officer Shri Gurupada Konar

D

Understanding the intricate process of civil service seniority is crucial for career progression. Recently, a significant determination was made regarding the seniority and year of allotment for an Indian Administrative Service (IAS) officer, Shri Gurupada Konar. This decision, rooted in the pre-amended IAS (Regulation of Seniority) Rules of 1987, specifically addresses his appointment from the State Civil Service to the prestigious IAS West Bengal Cadre, as part of the 2005 Select List. The calculation of an officer’s seniority involves a detailed weightage formula, which considers the number of completed years of qualifying service. For instance, 12 years of service earn 4 weightage years, while 27 years can grant the maximum of 10. Such computations are vital in establishing an officer’s position within the cadre, ensuring fairness and adherence to established regulations. This particular determination places Shri Konar’s year of allotment as 1995, positioning him below a peer from the same select list, Shri Gouri Shankar Chattopadhyay, who also received a 1995 allotment. These orders are then formally communicated to the relevant authorities, including the Chief Secretary of West Bengal, for necessary action.
