Appointment and Seniority Fixation for State Civil Service Officers Joining Punjab IAS Cadre

The Ministry of Personnel, Public Grievances and Pensions has issued an important order concerning the appointment of several State Civil Service officers into the Indian Administrative Service (IAS) for the Punjab Cadre. These appointments are based on their inclusion in the 2023 Select List, following a process that adheres to specific notifications and proposals from the Punjab Government. A key aspect of this order is the meticulous calculation of seniority and the year of allotment for these new entrants. This determination strictly follows Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, incorporating a detailed weightage formula based on completed years of qualifying service. For example, 12 years of service grants a 3-year weightage, while 27 years earns the maximum 9-year weightage. The newly appointed officers will be strategically placed within the existing IAS hierarchy, specifically positioned below a 2020 batch IAS officer and above a 2021 batch IAS officer of the Punjab Cadre. This order ensures a clear and regulated integration of personnel, reinforcing established administrative practices.

Consequent upon appointment from State Civil Service to IAS of Punjab Cadre on the basis of inclusion of their names in the Select List of 2023 vide DoPT’s Notification 14015/18/2024-AIS-I(S-II&III)-B dated 12.08.2025 and on receipt of the proposal from the Government of Punjab vide their letter No. 5/1/2024-IAS(7)/745 dated 14.08.2025, the seniority / year of allotment of the following officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned above in the Select List of 2023 shall be placed below Ms. Kanchan, IAS (RR:PB:2020), the junior most RR IAS officer of 2020 batch and above Ms. Aparna M B, IAS (RR:PB:2021), the senior most IAS officer of 2021 batch of Punjab Cadre.
