For dedicated public servants and their families, a significant update has been rolled out concerning their retirement and death benefits. This crucial amendment to existing rules, effective retrospectively from January 8, 1975, introduces a new provision ensuring additional financial support for the dependents of service members upon their passing. Under this updated framework, an extra amount will be sanctioned to the beneficiaries, calculated based on the average balance in the deceased’s Provident Fund account over the three years immediately preceding their death. To qualify for this enhanced benefit, certain conditions apply: the Provident Fund balance must not have dipped below Rs. 3,000 at any point during the three-year period, and the additional benefit will be capped with an insurance cover limit of Rs. 10,000, disregarding any excess in the fund for this specific purpose. Furthermore, the deceased member must have completed at least five years of service at the time of their demise. This forward-thinking adjustment aims to provide greater security for the families of those who serve the nation.

In exercise of the powers conferred by subsection (1) of section 3 of the All India Services Act, 1953 (61 of 1951), the Central Government after consult with the Governments of the States concerned, hereby makes the following rules further to amend the All India Services (Death-cum-Retirement Benefits) Rules, 1958, namely:
- (1) These rules may be called the All India Services (Death-cum-Retirement Benefits) Fourth Amendment Rules, 1975.
(2) They shall be deemed to have come into force on the 8th day of January, 1975. -
In the All India Services (Death-cum-Retirement Benefits) Rules, 1958, after rule 19, the following rule shall be inserted, namely:
“19A. Denosi linked.
of the Service: On the death of a member of the service, the persons entitled to receive the amount standing to his credit in the Provident Fund under the All India Services (Provident Fun?) Rules, 1955, shall be sanctioned an additional amount equal to the average balance in the said account during the three years immediately preceding the death of such members, subject to the fulfilment of the following conditions, namely:
(a) the balance in the said account should not have fallen below Rs. 3,000/- at any time during the said period of three years;
(b) the limits unto which the benefit of insurance cover will be available will be Rs. 10,000/- and any amount in excess of Rs. 10,000/- in the Fund shall be disregarded for the purpose of this extra benefit;
(c) the benefit would be admissible only if the member of the service has put in at least five years’ service at the time of his death.”

The All India Services (Death-cum-Retirement Benefits) Rules, 1958, are being amended retrospectively with effect from the 8th January, 1975, as the provisions contained in the Ministry of Finance (Department of Expenditure) Office Memorandum No. F. 9(10)-EV(5)/73 dated the 8th January, 1975, have been made applicable to the members of the All India Services with effect from that date. No officer is likely to be adversely affected by these rules being given retrospective effect from the 8th January, 1975.
