A recent notification from the government has introduced crucial updates to the pay structure for officers within the prestigious Indian Administrative Service. These new provisions, effective retrospectively from January 1, 2006, clarify and modify how initial salaries are determined for those promoted or selected into the IAS.
Under the revised framework, an officer’s initial pay in pay bands 3 or 4 will now be calculated by adding a 3% increment to the sum of their pay band salary and applicable grade pay, rounded up to the nearest multiple of 10. Furthermore, officers will receive the appropriate grade pay for Senior Time Scale or Junior Administrative Grade/Selection Grade, aligning with their previous pay scale or grade pay in State Service. A specific condition highlights that the Selection Grade’s pay is granted only when an officer is in running pay band 4.
These amendments aim to streamline the remuneration process for IAS officers, ensuring fairness and transparency in their compensation. Importantly, an explanatory note confirms that these changes are not anticipated to negatively impact any serving member of the Indian Administrative Service.

NOTIFICATION
New Delhi, the 15th April, 2009
G.S.R. 253 (E).-In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the Indian Administrative Service (Pay) Rules, 2007, namely:-
1 These rules may be called the Indian Administrative Service (Pay) Amendment Rules, 2009.
2 They shall be deemed to have come into force on the 1st day of January, 2006 except as otherwise provided.
3. In Schedule I of the Indian Administrative Service (Pay) Rules, 2007 (hereinafter referred to as the said rules), –
(a) for paragraph (1), the following paragraph shall be substituted, namely:-
“(1) Notwithstanding anything contained in the first proviso to sub-rule (1) of rule 3, and the Notes thereunder, the initial pay of a promoted officer or an officer appointed by selection, as the case may be, shall be fixed in the pay band 3 or pay band 4 by adding one increment equal to $3 \%$ of the sum of the pay in the pay band and the grade pay applicable which will be rounded off to the next multiple of 10 . In addition, the grade pay of Senior Time Scale or Junior Administrative Grade or Selection Grade, corresponding to pay scale or grade pay in the State Service, shall be granted.
Provided that the grade pay attached to Selection Grade shall be granted with the pay in running pay band -4 only.”Note: The principal rules were published in the Gazette of India, Extraordinary vide number G.S.R. 213(E), dated the $20^{\text {th }}$ March, 2007 and subsequently amended vide following GSR nos. and dates:
