This document details the Central Civil Services (Classification, Control and Appeal) Amendment Rules, 1978, which modify the existing Central Civil Services (Classification, Control and Appeal) Rules, 1965. Specifically, it amends rule 15 regarding disciplinary proceedings and the imposition of penalties on government servants. The amendment clarifies that if a disciplinary authority finds sufficient evidence to impose a penalty, it may do so without necessarily giving the government servant an opportunity to make a representation, provided that in cases requiring consultation with the Commission, their advice must be considered before imposing the penalty.
