तक बढ़ाए जाने का प्रस्ताव है और यदि सामने मे नियम 14 के
अधीन कोई ज्ञात पहले ही मे नही था, नई है, तो नियम 18 के
उपायो मे अतीत रहते हुए, नियम 14 के अधिकांशत स्रोत मे जाँच
किए बिना और आयोग ने सराहनी किए बिना जता नेता सराहनी
के बावजूद ही नेता शास्ति अधिरोपित नहीं की जागत ।”

New Delhi, the 5th July, 1985
G.S.R. 671.—In exercise of the powers conferred
by the proviso to article 309 read with clause (5) of
article 148 of the Constitution and after consula-
tion with the Comptroller and Auditor-General in
relation to persons serving in the Indian Audit De-
partment, the President hereby makes the following
rules further to amend the Central Civil Services
(Classification, Control and Appeal), Rules, 1965,
namely :—
- (1) These rules may be called the Central
Civil Services (Classification, Control and
Appeal) (Amendment) Rules, 1985.
(2) They shall come into force on the date of
their publication in the Official Gazette.
- In the Central Civil Services (Classification,
Control and Appeal) Rules, 1965.—
(i) in rule 23, in clause (ii), for the word review-
ing the word ‘revising’ shall be substi-
tuted ;
(ii) for the first proviso to rule 29, the follow-
ing shall be substituted, namely :—
Provided that to order imposing or enhancing
any penalty shall be made by any revising
authority unless the Government servant
concerned has been given a reasonable opportunity
of making a representation against the penalty pro-
posed and, where it is proposed to impose any of
the penalties specified in clause (v) to (ix) of rule
11 or to enhance the penalty imposed by the order
sought to be revised to any of the penalties specified
in those clause and it an inquiry under rule 14 has
not already been held in the case no such penalty
shall be imposed except after an inquiry in the man-
ner laid down in Rule 14, subject to the provisions
of rule 19, and except after consultation with the
Commission where such consultation is necessary.
