सा.का.नि. 38(अ).— राष्ट्रपति, संविधान के अनुच्छेद 320 के खंड (3) के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संघ लोक सेवा आयोग (परामर्श से छूट) विनियम, 1958 का और संशोधन करने के लिए निम्नलिखित विनियम बनाते हैं, अर्थात् :-
- संक्षिप्त नाम और प्रारंभ-(1) इन विनियमों का संक्षिप्त नाम संघ लोक सेवा आयोग (परामर्श से छूट) संशोधन विनियम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
- संघ लोक सेवा आयोग (परामर्श से छूट) विनियम, 1958 की अनुसूची 1 में मद (19ज) और उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित मद और प्रविष्टियां अंत:स्थापित की जाएंगी, अर्थात् :–
“(19ज)(क) राष्ट्रीय भारत परिवर्तन संस्था (नीति) आयोग में फ्लैक्सी पूल में प्रतिनियुक्ति (अल्पकालिक संविदा सहित) या संविदा के आधार पर संयुक्त सलाहकार (वेतन मैट्रिक्स में स्तर 13) या उप सलाहकार (वेतन मैट्रिक्स में स्तर 12) के 19 पदों और ज्येष्ठ अनुसंधान अधिकारी (वेतन मैट्रिक्स में स्तर 11) या अनुसंधान अधिकारी (वेतन मैट्रिक्स में स्तर 10) या आर्थिक अधिकारी (वेतन मैट्रिक्स में स्तर 7) के 28 पदों के संबंध में एक भर्ती चक्र को पूरा करने के लिए एक बार की छूट।”

NOTIFICATION
New Delhi, the 18th January, 2019
G.S.R. 38(E).-In exercise of the powers conferred by the proviso to clause (3) of article 320 of the Constitution, the President hereby makes the following regulations further to amend the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, namely:-
- Short title and commencement.- (1) These regulations may be called the Union Public Service Commission (Exemption from Consultation) Amendment Regulations, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, in Schedule I, after item ( 19 H ) and the entries relating thereto, the following item and entries shall be inserted, namely:-
“[19 H (A)] One time exemption, to complete one recruitment cycle in respect of nineteen posts of Joint Adviser (Level 13 in the pay-matrix) or Deputy Adviser (Level 12 in the pay-matrix) and twenty-eight posts of Senior Research Officer (Level 11 in the pay-matrix) or Research Officer (Level 10 in the pay-matrix) or Economic Officer (Level 7 in the pay-matrix) in Flexi Pool on deputation (including short term contract) or Contract basis in the National Institution for Transforming India (NITI) Aayog.”
