This document introduces amendments to the Central Civil Services (Classification, Control and Appeal) Rules, 1965. The key changes include the insertion of a new sub-rule allowing government servants to seek assistance from a retired government servant in presenting their case, subject to Presidential orders. The amendments also specify the short title and commencement of these rules, which will be known as the Central Civil Services (Classification, Control and Appeal) Fourth Amendment Rules, 1977, and will come into force upon their publication in the official gazette. These changes are made in exercise of powers conferred by the Constitution and after consultation with the Comptroller and Auditor General regarding personnel in the Indian Audit and Accounts Department.

(2) They shall come into force on the date of their publication in the official Gazette.
2. In rule 14 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, sub-rule (8) shall be lettered as clause (a) thereof, and after, clause (a) as so lettered, the following clauses shall be inserted namely :-
“(b) The Government servant may also take the assistance of a retired Government servant to present the case on his behalf, subject to such conditions as may be specified by the President from time to time by general or special order in this behalf.”

काः आः 3671.–राणूपति, मंत्रिप्रत के अनुच्छेद 399 के परामुक और अनुच्छेद 148 के क्त्त (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सारनीय लेखा परीक्षा और लेखा विधानों में काम कर रहे व्यक्तियों की वाक्य भारत के निर्वक्क महामेक्षा परीक्षक मे परामर्श करने के पश्चात् मिश्रित पेशन (संपार्शकरण) नियम में और संशोधन करने के लिए निम्नलिखित नियम बनाते है, अर्थात् :-
- (1) इन नियमों का नाम मिश्रित पेशन (मंपर्शीकरण) क्तुवंसशोधन नियम, 1977 है ।
(2) ये राजपत्र में प्रकाशन की नारीख को ग्रहन होंगे । - केन्द्रीय मिश्रित लेखा (वर्गीकरण, नियंत्रण और ध्रुति) नियम, 1965 में नियम 14 में, उप नियम (8) को उनके क्त्त (क) के रूप में प्राधारोक्त किया जागया और हम प्रकार प्रशंसकित क्त्त (क) के पश्चात् निम्नलिखित क्त्त घनत्व्प्राप्ति किया जागया, अर्थात् :-
“(ख) मण्डारें/ सेवक ध्रुपरी और से ध्रुपरे मामले को प्रस्तुत करने के लिए गण्युपति द्वारा इन निभिन्न समय-समय पर साधारण वा विशेष प्रादेश द्वारा विनिर्दिष्ट शर्तों के ध्रुति गहने हुए किसी मेबोन्मुक्त मण्डारी सेवक की महायना ले मकना है ।”

S.O. 3671.-In exercise of the powers conferred by the priviso to article 309 , and clause (5) of article 148 , of the Constitution and after consultation with the Comptroller and Auditor General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Classification, Control and Appeal) Rules, 1965, namely :-
- (1) These rules may be called the Central Civil Services (Classification, Control and Appeal) Fourth Amendment Rules, 1977.
