This notification introduces amendments to the Central Civil Services (Conduct) Rules, 1964. NOTIFICATION
S.O…….In exercise of the powers confarred by the proviso to article 309 and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil services (Conduct) Rules, 1964, namely:-
- (1) These rules may be called the Central Civil Services (Conduct) Amendment Rules, 1967.
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Central Civil Services (Conduct) Rules, 1964, in rule 8, for sub-rule (2), including the proviso, the follow. ng shall be substituted, namely:-
“(2) No Government servant shall, except with the previous sanction of the Govemment or of the prescribed authority or except in the bona fide discharge of his duties,
(a) publish a book himself or through a publisher, or contribute an article to a book or a compilation of articles, or
(b) participate in a radio broadcast or contribute an article or write a letterto a newspaper or periodical,
either in his own name or anonymously or pseudonymously or in the name of any other person:
Provieed that no such sanction shall be required –
(i) if such publication is through a publisher and is of a purely literary, artistic or scientific character; or
(ii) if such contribution, broadcast or writing is of a purely literary, artistic or scientific character.”
