Central Civil Services (Conduct) Fourth Amendment Rules, 1976 – Adoption of Small Family Norm

This notification introduces an amendment to the Central Civil Services (Conduct) Rules, 1964, specifically Rule 21-A, concerning the adoption of a small family norm by government servants. S.O. In exercise of the powers conferred by the proviso to
article 309 and clause (5) of article 148 of the Constitution, and in
consultation with the Comptroller and Auditor General so far as persons
serving in the Indian Audit and Accounts Department are concerned, the
President hereby makes the following rules further to amend the Central
Civil Services (Conduct) Rules, 1964, namely:-

  1. (1) These rules may be called the Central Civil Services
    (Conduct) Fourth Amendment Rules, 1976.
    (2) They shall come into force from the date of their
    publication in the Official Gazette.

  2. In the Central Civil Services (Conduct) Rules, 1964, after
    rule 21, the following rule shall be inserted, namely:-

“21-A. Addoption of small family by Government servants
and to the government servant shall ensure that the number
of his children does not exceed three:

Provided that nothing in this rule shall apply to a
Government servant who has more than three children on
the 30th day of September, 1977;

Provided further that a Government servant referred
to in the preceding proviso shall ensure that the number of
his children does not exceed the number of children he has
on that day.”
