Regularization of IPS Officer’s Overstay and Adherence to Tenure Policy Directives

This official communication from the Government of India, Ministry of Personnel, Public Grievances & Pensions, approves the regularization of a one-month overstay for an IPS officer. The CBI Selection Committee, while approving this, noted inconsistencies in the CBI’s handling of officer tenures. The committee emphasized that tenure extensions are not automatic and officers should be relieved promptly on their appointed day unless an extension is pre-approved. Strict adherence to the IPS Tenure Policy is mandated for the CBI to prevent recurrence of situations where officers are not released upon completion of their tenure. The CBI is directed to follow these directives.

Approval of the Competent Authority is hereby conveyed to the reg.ularization of one month overstay of Shri H. Venkatesh, IPS, (KL 1998), DIG, CBI from 17.08.2013 to 16.09.2013.
2. The CBI Selection Committee while approving the above has observed that there has been vacillation in the CBI regarding cor.tinuation of the officer in CBI. The Committee further observed that extension in tenure should not be taken as a matter of right and unless approved before hand, the officer should be relieved forthwith on the appointed day in accordance with the extant tenure policy for the IPS officers. The Committee directed that the relevant provisions contained in the IPS Tenure Policy be strictly followed in CBI subject to any Court directives in this regard so that cases of not releasing an officer on completion of tenure (as done in the present case) do not recur.
3. CBI is requested to strictly adhere to the above directions of the Co:nmittee.
