फ़ग. सं. एम-12011/12/2011-एनएसएसओ (सीपीडी)—भारत सरकार में कुछ मंत्रालय अपने प्रभार से संबंधित कुछ सेकटों पर समय-समय पर विभिन्न सांख्यिकीय सर्वेक्षण आयोजित करते रहते हैं तथा उन्हें के आधार पर आँकड़े तैयार/प्रसारित करते हैं। कुछ मामलों में इस प्रकार तैयार आंकड़े मंत्रालय के राष्ट्रीय प्रतिर्रशं सर्वेक्षण कार्यालय तथा केंद्रीय सांख्यिकी कार्यालय द्वारा किये गये सर्वेक्षणों से प्राप्त आंकडों/अनुमानों से भिन्न पाए गए। यहां तक कि कुछ एक मूल परिवर्ती कारकों में भी बहुत से सरकारी अनुपात तैयार करना अपेक्षित नहीं माना जाता ।
2. यह मंत्रालय, सांख्यिकीय मामलों का नोडल मंत्रालय होने के नाते, पिछले कुछ समय से, सांख्यिकीय सर्वेक्षण आयोजित करने में विभिन्न मंत्रालयों द्वारा किये जा रहे प्रयासों के दोहरायों को रोके जाने के मामलों पर विचार कर रहा है और विभिन्न डाटा सेठों में एकरूपता तथा आंकड़ों की विश्वसनीयता बढ़ाना सुनिश्चित कर रहा है । सांख्यिकीय प्रणाली को सुप्रवाही व और अधिक सुदृढ़ बनाने के लिए, राष्ट्रीय सांख्यिकीय आयोग से सलाह करके यह तय किया गया है कि, कोई भी सांख्यिकीय सर्वेक्षण आयोजित करने का निर्णय लेने पर सभी केंद्रीय मंत्रालय/विभाग इस अधिसूचना के साथ संलग्न विवरणों में दिए गए दिशानिर्देशों का अनुसरण करेंगे।

सांख्यिकीय सर्वेक्षण के आयोजन का इरादा रखनेवाले केंद्रीय मंत्रालयों/विभागों के अनुकरण हेतु सांख्यिकी और कार्यक्रम कार्यान्वयन

मंत्रालय (सं और कार्य. कार्या. मंत्रा.) ने निप्नलिखित दिशा-निर्देश तैयार किए हैं :
(1) आंकडा संबंधी किसी भी विशिष्ट आवश्यकता को पूरा करने के उद्देश्य से सांख्यिकीय सर्वेक्षण के आयोजन का निर्णय लेने से पहले, संबंधित मंत्रालय/विभाग उन्हें जिन आंकड़ों की आवश्यकता है, उनकी उपलक्यता के बारे में सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय के राष्ट्रीय प्रतिर्रशं सर्वेक्षण कार्यालय (एनएसएसओ) और केंद्रीय सांख्यिकीय कार्यालय (सीएसओ) से संपर्क करें। सांख्यिकी संग्रहण नियमावली, 2011 के तहत सीएसओ के समन्वय तथा प्रकारल प्रभाग के अपर महानिर्देशक को नोडल अधिकारी के रूप में नायजद किया गया है, जैसा कि नियमों में प्रावधान किया गया है, अनावश्यक दोहरीकरण से बचने के लिए इनसे भी परामर्श किया जाए। एनएसएसओ अथवा सीएसओ के पास यदि आंकड़े उपलब्ध नहीं हैं और नोडल अधिकारी भी यह प्रमाणित कर देता है कि प्रस्तावित सर्वेक्षण के आयोजन से अनावश्यक दोहरीकरण नहीं होगा, तो सर्वेक्षण आयोजन के प्रस्ताव को राष्ट्रीय सांख्यिकीय आयोग (एनएससी) के पास भेजा जाए ।
(2) सर्वेक्षण आयोजन का प्रस्ताव पास होने पर, राष्ट्रीय सांख्यिकीय आयोग प्रस्तावित सर्वेक्षण को एनएसएसओ के किसी अन्य सर्वेक्षण के साथ जोड़ने अथवा एनएसएसओ द्वारा अलग से सर्वेक्षण आयोजित करने का चँसला ले सकता है, ऐसे मामले में प्रस्तावित सर्वेक्षण एनएसएसओ के सर्वेक्षण कार्यक्रम का हिस्सा बन जाएगा । ऐसी स्थिति में, एनएसएसओ समन्वित सर्वेक्षण सभिन्न होने पर संबंधित मंत्रालय/विभाग को आंकड़े उपलब्ध कराएगा । यदि राष्ट्रीय सांख्यिकीय आयोग इन दोनों विकल्पों के खिलाफ चँसला लेता है तो यह आयोग के तहत निगरानी को शर्त पर, संबंधित

मंत्रालय/विभाग को प्रस्तावित सर्वेक्षण के आयोजन के प्रस्ताव पर सहमति देगा।
(3) राष्ट्रीय सांख्यिकीय आयोग से सांख्यिकीय सर्वेक्षण के आयोजन के बारे में ऊपर बताए गए अनुसार सहमति प्राप्त होने पर, संबंधित कण्ठीय मंत्रालय/विभाग को विषयगत सर्वेक्षण के आयोजन के लिए निम्नलिखित प्रक्रिया अपनानी होगा। –
(i) मंत्रालय/विभाग के एक अधिकारी को संपर्क अधिकारी के रूप में नामजद किया जाएगा जो सर्वेक्षण के आयोजन के बारे में सांख्यिकी और कार्यक्रम कार्याजयन मंत्रालय तथा राष्ट्रीय सांख्यिकीय आयोग के सचिवालय के साथ विचार-विभर्श करेगा और समन्वय करेगा।
(ii) मंत्रालय/विभाग, राष्ट्रीय सांख्यिकीय आयोग के साथ परामर्श.से किसी गैर-सरकारी व्यक्ति यानी किसी सुविख्यात शिक्षाविद/समाज विज्ञानी की अध्यक्षता में एक तकनीकी समित्ति/कार्यदल का गठन करेगा, जिसमें लब्धप्रतिष्ठ संस्थानों के ऐसे अन्य गैर-सरकारी सदस्यों को शामिल किया जाएगा, जिन्हें सर्वेक्षण के प्रस्तावित विषय के क्षेत्र में विशेषज्ञता हासिल है । समित्ति/दल में सर्वेक्षण की विषय-वस्तु से संबंधित मंत्रालयों/विभागों, योजना आयोग, पुनर्हम्रध्रजों और सीएमओ के प्रतिनिधियों को शामिल किया जाएगा। यदि आवश्यक हो तो, समिति/दल में एक ऐसे गैर-सरकारी सदस्य को भी शामिल किया जाएगा जिसे प्रतिदर्श चयन के क्षेत्र में महारत हासिल है । समिति/दल में शामिल किए जाने वाले गैर-सरकारी व्यक्ति अथवा विशेषज्ञ, राष्ट्रीय सांख्यिकीय आयोग द्वारा अनुश्रक्ति विशेषज्ञों के नैपल में से होंगे।
(iii) समिति/दल की बैठकों के आयोजन पर होने वाला व्यय संबंधित मंत्रालय/विभाग द्वारा वहन किया जाएगा।
(iv) विधिवत् रूप से गठित समिति/दल प्रस्तावित सर्वेक्षण के आयोजन के लिए रीति-विधान तैयार करेगा जिसमें अवधारणाएं, परिभाषाएं तथा अनुसरण किए जाने वाले वर्गीकरण, प्रतिदर्श डिजाइन, आंकड़ा संग्रहणः की पद्धति, प्रसंस्करण, सारणीयन और आंकड्रों का प्रचार-प्रसार शामिल होगा । समिति/दल द्वारा तैयार किए गए रीति-विधान को समुचित रूप से दस्तावेज के रूप में राष्ट्रीय सांख्यिकीय आयोग को उसकी सहमति प्राप्त करने के लिए प्रस्तुत किया जाएगा और राष्ट्रीय सांख्यिकीय आयोग द्वारा अंतिम रूप से अनुमोदित रीति-विधान के अनुसार सर्वेक्षण का कार्य किया जाएगा।
(v) जब भी प्रस्तावित सर्वेक्षण के किसी महत्त्वपूर्ण कार्यकलाप – को आउटसोर्स करने की आवश्यकता महसूस हो, संबंधित मंत्रालय/विभाग, समिति/दल के साथ परामर्श से इस प्रकार के कार्य करने के लिए समुचित संस्थान/एजेंसी की पहचान करेगा। पहचान किए गए संस्थान/एजेंसी को यह सुनिश्चित करना होगा कि उस

कार्य पर लोगों को तैनात करने से पहले समुचित प्रशिक्षण दे दिया गया है ।
(vi) प्रस्तावित सर्वेक्षण से संबंधित किसी भी सांख्यिकीय कार्यकलाप में होने व्यक्तियों के उपयोग के लिए एक सुस्पष्ट अनुदेश.मैनुअल तैयार किया जाएगा और इन व्यक्तियों को कार्य पर लगाने हो पहले, समिति/दल द्वारा निर्धारित तरीके से प्रशिक्षण दिया जाएगा।
(vii) यह सुनिश्चित करने के लिए कि निर्धारित रीति-विधान के अनुसार सर्वेक्षण का कार्य समान रूप से चल रहा है, फील्ड वर्क के पर्यवेक्षण तथा जुटाए गए आंकड़ों को गुणवत्ता की जांच के लिए दूक समुचित तंत्र तैयार किया जाएगा । इस प्रयोजन के लिए, समिति/दल के अनुमोदन से समुचित जांच बिन्दु और अन्य तीर-तरीके विकसित किए जाएंगे और संबंधित व्यक्तियों को तदनुसार प्रशिक्षित किया जाएगा।
(viii) सर्वेक्षण के संबंध में चल रहे कार्यों के बारे में समय-समय पर फोडबैक प्राप्त करने और जहां आवश्यक हो वहां सुधारात्मक उपाय करने के लिए कदम उठाने होंगे।
(ix) आंकड़ा उदाताओं का पहचान विवरण गोपनीय रखा जाएगा । इस प्रतिबंध पर निर्धार करते हुए एकत्र किए गए आंकड़ों को इलेक्ट्रॉनिक मोड में परिवर्तित किया जाएगा । गुणवत्ता पर्यवेक्षण और फील्ड में आंकड़ों की जांच के अलावा, इलेक्ट्रॉनिक मोड में परिवर्तित आंकड़ों पर समुचित कंप्यूटर जांच और विधायन कार्यक्रम प्रयुक्त किए जाएंगे ताकि फील्ड में आंकड़ों की जांच अथवा इलेक्ट्रॉनिक मोड में रूपांतरण के दौरान संभावित भूल-भूक में यथासंभव कभी सुनिश्चित की जा सको।
(x) प्रस्तावित सर्वेक्षण से संबंधित किसी भी सांख्यिकीय कार्यकलाप को आउटसोर्स करने के मामले में, संबंधित मंत्रालय/विभाग राष्ट्रीय सांख्यिकीय आयोग द्वारा निर्धारित सभी समुचित सुरक्षा-उपाय अपनाएगा।
(xi) अंतिम रूप दिए गए सारणीयन प्लान के अनुसार, तातिकाओं के रूप में संयोजित सूचना प्राप्त करने के लिए, विधायन के बाद अंतिम रूप से तैयार किए गए डाटाबेस का उपयोग किया जाएगा।
(xii) युजित तातिकाओं से उपतब्ब्ध सूचना की सुसंगतता की जांच के लिए, एकत्र किए गए आंकड़ों और अन्य स्रोतों, यदि कोई हाँ, से प्राप्त आंकड़ों को आधार बनाया जाएगा। यदि पहले से उपतब्ब्ध सरकारी आंकडों की तुलना में कोई अंतर नजर आता है तो इसके लिए पर्याप्त स्पष्टीकरण होना चाहिए।
(xiii) युजित तातिकाओं के आधार पर एक विश्लेषणात्मक रिपोर्ट का मसौदा तैयार किया जाएगा और इसे समिति/दल के सभी सदस्यों में परिचालित किया जाएगा और प्राप्त टिप्पणियों/सुझावों के आधार पर रिपोर्ट को राष्ट्रीय सांख्यिकीय आयोग के परामर्श से अंतिम रूप दिया

जाएगा । पदि आंकडें आम लोगों/जनसंख्या के किसी विशेष वर्ग अूथवा किसी अन्य क्षेत्र के आर्थिक स्तर से संबंधित हैं तो योजना आयोग की राय लेना अनिवार्य है।
(ग) अतिम रूप से तैयार किए गए रिपोर्ट और सर्वेक्षण के यूनिट स्तर के आंकडें (आंकड़ा प्रदाताओं का पड़चान विवरण गुप्त रखने के बाद) पब्लिक डॉमेन पर रखे जाएंगे और इन्हें सांख्यिकी आंकड़ों के प्रचार-प्रसार से संबंधित वण्ठीय नीति में निर्धारित दिशा-निर्देशों के अनुसार प्रसारित किया जाएगा ।
(4) राष्ट्रीय सांख्यिकीय आयोग प्रसारित सर्वेक्षण के किसी भी सांख्यिकीय कार्यकल्पन के संबंध में समवर्ती सांख्यिकीय लेखापरीक्षा का आदेश दे सकता है ।
(5) रिजल्ट फ्रेमवर्क डॉक्यूपेंट (आरएफडी) के हिस्से के रूप में किसी भी सर्वेक्षण के लिए समय-सीमा तय करते समय, इन दिशा-निर्देशों में दिए गए सभी कार्यकलापों को ध्यान में रखा जाएगा।

MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION

NOTIFICATION

New Delhi, the 31st October, 2011
F. No. M-12011/12/2011-NSSO (CPD).-Some of the Ministries in the Government of India have been conducting various statistical surveys from time to time on certain sectors, relating to their charge and also generating/ disseminating data on the same. In some cases, it was noticed that the data so generated differed from the data/ estimates available through the surveys undertaken by the National Sample Survey Office and the Central Statistics Office of this Ministry. Creating multiple official estimates even on a few underlying variables is considered not desirable.
2. This Ministry, being the nodal Ministry on statistical matters, has been considering, for quite some time, the issues, of avoiding duplication of efforts by different Ministries in conducting statistical surveys, ensuring consistency between different data sets and of enhancing reliability of data. In order to streamline and further strengthen the statistical system, it has now been decided, in consultation with the National Statistical Commission, that all the Central Ministries/Departments shall follow the guidelines given in the Schedule appended to this Notification, whenever they decide to conduct any statistical survey.

SCHEDULE

Guidelines for Conducting Statistical Surveys

The Ministry of Statistics and Programme Implementation (MOSPI) has formulated the following guidelines to be followed by the Central Ministries/ Departments, which intend to conduct any statistical survey
(1) Before deciding to conduct a statistical survey to cater to any specific data need, the concerned Ministry/ Department may check for availability of the data required by them with the National Sample Survey Office (NSSO) and the Central Statistical Office (CSO) of the MOSPI. The Additional Director General, Coordination and Publication Division of the CSO, who is designated as ‘Nodal Officer’ under the Collection of Statistics Rules. 2011 shall also be consulted for avoiding unnecessary duplication, as provided in the Rules. If no data is available with the NSSO or the CSO and the Nodal Officer also certifies that the proposed survey if conducted would not amount to unnecessary duplication, the proposal for conducting a survey may be referred to the National Statistical Commission(NSC).
(2) On receipt of a proposal for conducting a survey, the NSC may decide to integrate the proposed survey with any survey of the NSSO or to have a separate survey conducted by the NSSO, in which case, the proposed survey would become part of the NSSO survey programme. In such a situation, the NSSO would provide data to the concerned Ministry/Department on completion of the integrated survey. If the NSC decides against both these options, it would concur with the proposal of the concerned Ministry/Department to conduct the proposed survey, subject to its oversight.
(3) On receipt of concurrence from the NSC to conduct a statistical survey, the concerned Central Ministry/Department is required to conduct the survey on the subject as indicated above, the following procedures may be followed while organizing/conducting the survey :-
(i) An Officer in the Ministry/Department shall be designated as Liaison Officer to interact and coordinate with the MOSPI and the NSC Secretariat on the conduct of the Survey.
(ii) The Ministry/Department shall, in consultation with the NSC, constitute a Technical Committee/Working Group under the Chairmanship of a non-official person, an eminent academician/social scientist with other non-official members from reputed Institutions, who have expertise in the field of the subject proposed for the survey. Representatives of the Ministries/Departments concerned with the subject-matter of the survey, the Planning Commission, the NSSO, and the CSO shall be included in the Committee/Group. A non-official member who is an expert in the field of sampling may also be included in the Committee/Group, if necessary. All the non-official persons or experts to be included in the Committee/Group shall be from the panel of experts recommended by the NSC.

(iii) The expenditure on organization of meetings of the Committee/Group shall be borne by the concerned Ministry/Department.
(iv) The Committee/Group duly constituted would formulate the methodology for conducting the proposed survey, which includes concepts, definitions and classifications to be followed, sampling design, method of collecting data, processing, tabulation and dissemination of data. The methodology formulated by the Committee/Group should be properly documented and presented to the NSC for its concurrence and the survey shall be carried out in accordance with the methodology finally approved by the NSC.
(v) Whenever a need is felt to outsource any important activity relating the proposed survey, the concerned Ministry/Department shall, in consultation with the Committee/ Group, identify appropriate Institution/Agency to undertake such activity. The identified Institution/Agency shall be required to ensure proper training to personnel before their being engaged for the work.
(vi) An elaborate Institution Manual shall be prepared for use by persons engaged in any statistical activity relevant to the proposed survey and the persons shall be imparted training, in such manner as may be prescribed by the Committee/Group, before being put on the job.
(vii) Proper mechanism for supervision of field work and quality scrutiny of data collected shall be put in place to ensure that the survey is being conducted uniformly as per prescribed methodology. For this purpose, appropriate scrutiny checks and other measures shall be developed with the approval of the Committee/ Group and the concerned persons shall be trained accordingly.
(viii) Steps should be taken to obtain periodical feedback on the ongoing work of the survey and to cause corrective measures, where necessary.
(ix) Identification details of data providers shall be kept confidential. Subject to this restriction, the data collected shall be converted into
electronic mode. In addition to quality supervision and scrutiny of data in the field, suitable computer scrutiny and validation – programmes shall be applied on the data converted into electronic mode to ensure reduction of errors, which might have crept in, in the field or during conversion into electronic mode.
(x) In case of outsourcing any statistical activity relating to the proposed survey, the concerned Ministry/Department shall take adequate safeguards as may be prescribed by the NSC.
(xi) The database finalized after validation shall be used to obtain aggregate information in the form of tables, as per the finalised tabulation plan.
(xii) The information available from the generated tables shall be checked for consistency on the basis of data collected and data available from the other sources, if any. There should be sufficient explanation for differences, if any, with already available official data.
(xiii) A draft analytical report based on the tables generated shall be prepared and circulated among all the members of the Committee/Group and on the basis of comments/suggestions received the report shall be finalized, in consultation with the NSC. Where the data relates to economic status of the population/ section of the population or any other sector, the views of the Planning Commission shall be taken invariably.
(xiv) The finalized report and, the Unit-level data (after suppressing identification details of data providers) of the survey shall be placed in the public domain and be disseminated in accordance with the guidelines laid down in the National Policy of Dissemination of Statistical Data.
(4) The NSC may order for concurrent statistical audit in respect of any statistical activity of the proposed survey.
(5) All the activities given in these guidelines shall be kept in view while finalizing time lines for any survey as part of Results Framework Document (RFD) targets.
