The Department of Personnel & Training has issued guidelines regarding the tenure of officers on central deputation. Officers shifting between Central Staffing Scheme posts and non-Central Staffing Scheme posts are eligible for an additional tenure of two years, provided they have served at least two years on either post. This benefit extends to officers working as Private Secretaries to Ministers, including their tenure as Deputy Secretary/Director/Joint Secretary. The maximum period for an officer on Central Deputation is up to seven years. Cadre clearance will not be required each time shifts are made. All Cadre Controlling Authorities should note these instructions.

Office Memorandum
Subject: Regulation of tenure of the officers on Central Deputation under the Central Staffing Scheme. (5youp’ $\Omega^{\prime}$ sevuice 4.
According to the consolidated deputation guidelines issued by Department of Personnel \& Training OM No. AB-14017/2/07-Estt.(RR) dated 29.02.2008, provisions exist for extension of period of deputation, admissible to officers on their shift from a Central Staffing Scheme post to a non-Central Staffing Scheme post or vice versa.
2. As per the Consolidated Deputation Guidelines referred to above, the provision below para 1.2 of the guidelines states that “if an officer moves from a Central Staffing Scheme post to a non-Central Staffing Scheme post, or vice versa, she/he shall be eligible for an additional tenure of two years, subject to at least two years on either post.” This dispensation is also available to officers when they work as Private Secretary to a Minister in combination of their tenure as Deputy Secretary/Director/Joint Secretary. Thus, the officer can be on Central Deputation for a maximum period of up to seven years.
3. It has been decided that in future, cadre clearance from the cadre controlling authority will not be required to be taken, each time, such shifts are made.
4. All Cadre Controlling Authorities are requested to take note of the above instructions for information.
