The Appointments Committee of the Cabinet has approved new guidelines for the appointment of officers to the position of Director, Census Operations (DCO). Key points include the continuation of filling the post under the CSS, with only half the period counted as central deputation if the officer holds the post full-time. Officers can apply for central deputation before their term ends, provided the RGI’s NOC is available and they adhere to a seven-year cadre stay limit, similar to LBSNAA officers. Upon completing their term as DCO, officers can apply for central deputation under the CSS, again with a seven-year cadre stay limit like LBSNAA officers. If an officer is repatriated at the State Government’s request before completing their tenure, no extended cooling-off period will be enforced. After three years as DCO, an officer can return to their cadre with the RGI’s NOC and ACC approval, without an extended cooling-off period. These changes apply to officers on central deputation after working as DCO, and waivers will be granted if extended cooling-off periods are inconsistent with the new policy.

Sub:- Appointment as Director, Census Operations (DCO), under the Central Staffing Scheme – reg.
The Appointments Committee of the Cabinet has approved the following with regard to appointment of officers to the post of Director, Census Operations (DCO):-
(i) The post would continue to be filled under the CSS.
(ii) Only half the period spent on the post would be counted as Central deputation under the CSS as long as the officer is holding the post on full time basis and not on additional charge basis.
(iii) Officers working on the post may apply for Central deputation before their term as DCO is over subject to the RGI’s ‘NOC’ being available, without the requirement of any further cadre clearance, subject to the ceiling of total stay away from the cadre of 7 years as in done in the case of officers in Lal Bahadur Shastri National Academy of Administration (LBSNAA).
(iv) Officers on the completion of their term as DCO may apply for central deputation under the CSS without the requirement of any further cadre clearance, subject to the ceiling of total stay away from the cadre of 7 years as is done in the case of officers of LBSNAA.
(v)- Where an officer working as DCO is repatriated on the request of the State Government before the completion of his tenure, no extended cooling off will be imposed on the officer.
(vi) After three years as DCO an officer may revert to his cadre with the NOC of the RGI and the approval of the ACC. In such a case extended cooling off will not be imposed.
2. The above changes would be applicable to officers currently on central deputation after working on the post of DCO. Similarly in cases where extended cooling off has been imposed not consistent with the above policy a waiver will be given.
